High-strength fasteners are safety components widely used in automobiles, construction machinery, transportation, railways, bridge construction, aerospace, shipbuilding, electronic appliances and other industries. They are important key functional components and high-end products in fasteners.
In order to guide the healthy, orderly and sustainable development of the fastener industry, curb low-level vicious competition, ensure equipment and personal safety, protect the enthusiasm of enterprises to invest in technology research and development, improve product quality and green manufacturing application level, and meet the host industry's demand for high-quality high-strength Faster product demand, accelerate the transformation and upgrading of my country's fastener industry, and formulate the industry's standard conditions in accordance with relevant laws and regulations and industrial policies.
High-strength fasteners covered by the conditions of this specification are mechanical property classes equal to and higher than Class 8.8 (carbon and alloy steel bolts, studs and screws), Class 8 (carbon and alloy steel nuts), Class 70 ( Stainless steel bolts, studs, screws and nuts), class 21H (set screws) and carburized and quenched self-tapping screws, including high-strength connection pairs, assemblies and ancillary products supplied in sets and grades with the above product categories Equivalent to high-strength fasteners produced by foreign advanced standards.
1. Construction conditions and layout
(1) The layout of fastener enterprises and the determination of factory sites should comply with national industrial policies and relevant laws and regulations, and in line with the development plans of fastener industry and equipment manufacturing industry of each province, autonomous region, and municipality directly under the Central Government.
(2) Fastener enterprises in scenic spots, nature reserves, water sources and other areas that need special protection (Class I areas) designated by the relevant competent departments of the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall not be recognized; Emission standards for various pollutants (air, water, noise, solid waste) of new (expanded) fastener enterprises and original fastener enterprises and disposal measures should comply with the provisions of national and local environmental protection standards.
(3) New (expanded) fastener enterprises should pass the "construction project environmental impact assessment and approval" and "occupational health and safety pre-assessment", and pass the "three simultaneous" acceptance of project environmental protection and occupational health and safety protection facilities.
2. Production technology and equipment
(1) Enterprises should reasonably select low-pollution, low-emission, low-energy-consumption and cost-effective processes according to the variety, performance grade, material, specification, batch and surface treatment requirements of the fastener products produced. No outdated processes, such as coal heating furnaces, salt bath furnaces, etc., are polluted, energy-intensive, and high-consumable equipment.
(2) Enterprises must be equipped with high-efficiency forming equipment that matches production capacity, automatic thread processing equipment, roller mesh belt furnaces and pit furnaces with gas protection, automatic control of temperature and time and other process parameters, and automatic recording of heat treatment process. and other special equipment for heat treatment, and equipped with corresponding effective ventilation and dust removal, sound insulation and noise reduction equipment and systems.
(3) Processes such as material transformation and surface treatment can be outsourced, and there should be a long-term fixed supply contract, clear quality responsibilities, and reliable quality assurance measures. Enterprises engaged in these processes should have pollutant treatment measures.
(4) Enterprises should be equipped with necessary testing equipment for chemical composition analysis, metallography, mechanical properties, torque detection, flaw detection, etc., and should be in normal working condition, and should regularly carry out metrological verification or calibration in accordance with relevant regulations.
(5) The enterprise or the industrial cluster or industrial park where it is located shall have laboratories and necessary testing equipment that match its production capacity and quality assurance, and shall have a long-term cooperation contract and provide evidence of quality inspection and control when using non-enterprise-controlled testing capabilities. .
3. Management system and product quality
(1) Fastener enterprises should establish a quality management system in accordance with GB/T19001-2008 standard (ISO/TS16949, QS9000 or VDA6.1 standard for automotive products) and pass the certification, and the system should also meet GB/T 90.3 requirements. Enterprises should have independent quality management and testing departments, with full-time quality testing personnel, and a sound quality management system.
(2) The fastener products supplied by the enterprise in batch production must conform to the current effective national standards, industry standards, international standards, advanced foreign standards or enterprise standards that have passed the record. Established product production inspection files and quality traceability system. The quality inspection standards and catalogues are shown in Annexes 1, 2 and 3.
(3) The product quality shall be issued by a third-party testing agency approved by the "Industrial Product Quality Control and Technical Evaluation Laboratory" approved by the Qualification Accreditation (Measurement Certification) and China National Accreditation Service for Conformity Assessment (CNAS), or three within two years. Usage reports provided by the above major customers. The content of the inspection report should at least include mechanical properties, material chemical composition, surface quality, etc. The customer use report should have a detailed description and evaluation of the product quality status, and attach the inspection and testing report or data issued by the above-mentioned third-party testing agency during the same period. 4. Environmental protection
The environmental protection work of enterprises should combine prevention and control, actively carry out clean production, and take effective control measures for noise, dust, smoke, waste gas, waste water, waste oil and waste generated in the production process, and should meet the local emission standards. Encourage enterprises to establish environmental and occupational safety management systems in accordance with GB/T24001-2004 and GB/T28001-2011 standards. Clean production and improve the level of enterprise environmental protection management.
5. Personnel quality
(1) Personnel in special positions such as special operations, special equipment operations, physical and chemical inspections, and non-destructive testing should have qualification certificates issued by the corresponding qualification departments, and hold the certificates to work.
(2) The enterprise shall formulate the job conditions and training plans for various types of personnel, and conduct regular training in management, technology, skills, laws, regulations, etc.
6. Recognition and Supervision
(1) The competent industrial department of the State Council shall, in accordance with the conditions of this specification, organize the review of fastener enterprises that apply for access accreditation, and release the fastener enterprises that meet the conditions of the specification to the public in the form of announcements, and relevant national and local departments will Provide relevant policy support.
(2) The competent industrial departments of all provinces (autonomous regions, municipalities directly under the Central Government, and cities under separate state planning) may formulate local "fastener industry standard conditions" that are stricter than the conditions of this standard according to the actual local conditions; responsible for organizing the fastening of local application and access certification The company will conduct a preliminary review, and supervise and inspect the fastener companies that have announced access.
(3) Relevant government departments at all levels should refer to the "standard conditions for the fastener industry" to conduct project filing, land supply, credit financing and other management work for newly (expanded) fastener enterprises.
(4) The administrative measures for the announcement of access enterprises shall be formulated separately by the Ministry of Industry and Information Technology.
7. Supplementary Provisions
(1) The conditions of this specification are applicable to all high-strength fastener manufacturers (including workshops) within the territory of the People's Republic of China (excluding Taiwan, Hong Kong, and Macau).
(2) When the standards cited in this specification are revised, the latest version shall be used.
(3) The conditions of this specification will be revised and announced to the public according to the development of my country's fastener industry and changes in relevant national policies and regulations.
(4) The Ministry of Industry and Information Technology is responsible for the interpretation of the conditions of this specification.
